No, the last amount (59mil) is the total needed for all 7 tabs to be unlocked.

So 60 mil for guild bank tabs and 10 mil to have some guild funds going. Our goal is 70 million. If every active FA member (someone who has played in the last 30 days) chips in 1 million, we'll have enough! We have 75 active members at the moment.
