I wondered about that too.  But apparently they must have worked something out, because the controllers are already being used in Japan.  I haven't read about any problems so far.

I'm still not entirely sure how the regular SIXAXIS controllers work, as I don't hear anything moving inside when I move it around.  I figured that being motion controlled, you would have something inside moving back and forth signaling which direction(s) the controller is moved.
