It sounds like they're going to continually change the sky every few days.

Data points to a systematic fault in the entire system.

Statistical analsys shows further altered weather patterns highly probably in the coming days.

Thankfully, Bayamos is a help.

You can as always redirect the weather's TSEC setting.

I think how it works is that if you have the default value in your .metr file (0x 80 BD 05 00 38 ), a server event like Halloween will override it, and you get dark sky despite having the default TSEC. The current METR files appear to be patched so that Richland, International, Downtown all have the default TSEC instead of their respective normals. If you use a non-standard TSEC in your .metr file, the override takes place on your client instead, and default doesn't inherit the server's settings... so you see what you have set, rather than the darkness. At least that's how it was last Halloween.

So, you might be able to get regular weather back by changing from "default" to international (0x 80 1C D1 00 38 ), barrens (0x 80 1D D1 00 38 ), and downtown (0x 80 1E D1 00 38 ). If those don't work, another TSEC like day*, cine*_*, etc. should do the trick.

Yea, anything ingame just about can be changed client side. If Broin if filming all he has to do it edit it on his side and were golden.

Managed to fix the weather, client-side.  Useropts determines the speed of the day/night cycle, but Bayamos' hacks are required to determine the actual weather.  

I also tried playing with the pedestrian density and couldn't get it working for the life of me.  I managed to get tons of cars in the streets, but only a small handful of pedestrians.  But I did find that apparently Shimada has a character model within the pedestrians.  I ran into her a couple times while I was testing  Talking to her yielded the typical pedestrian phrases, and her name came up as "Pedestrian", but the character model was unmistakably Shimada.  I imagine the chances of running into her in-game with the default settings are slim-to-none, but I managed to spawn a couple copies of her with my tweaks.
