I've heard rumor that there won't be a subscription, but you may have to pay cash for special items or special features.

Micro Transaction will most likely the method of paying anything. Like Tbone said, it means if you see a special items you want or a realy advanced gun outfit for your level you have to use real world money turn it into the Agency currency prolly like Agent Coins or something.
