Dapharmer seems to have pieced together a link, though he didn't really go into details:

"I already know why the names that are on there are on there, figured that out yesterday. The "your own name on the list" is for everyone who runs the missions.. Their name gets put on there even if they weren't involved in the initial reason behind the rest. For anyone else permanently listed think back to something we were told privately back at the beginning of the game by an NPC. Those listed are the leaders of the factions who found a way to get a specific private meeting where specific info on things that tie into the frag race and the shaper race. There's definately more to be found and I pieced together a bunch of the links yesterday. I'll say this much. Things are bout to get alot more interesting and some of us who were worried our hard work back in the beginning went to waste.. Well don't think so nemore."

I think I got it, it comes from the amount of RSI frags that each faction collected and the leaders listed are the factions that collect the most frags, in order FA collected then, Solis faction, then Radio Free Zion, the RT/AS. There is no doubt FA collected the most, and with Solis and Sundogs name being on it, it has to be from an event at the beganning of the game.
