Hey i sent an email to everyone that the forums are back up.  For some reason it takes a bit to load but once you get in its fine.  Try IE if Firefox doesnt work.

I have also taken some time to create a crappy website that will host Naruto, Bleach, and any other anime episodes and mangas.  Let me know what you think.

Nope, still doesn't work for me. Anyways, it's only Alpha right now, not Beta. It's been at 99% for about a week and nothing has happened, so, nobody knows. There is no link for signup as of yet until they actually release it. At that point, I'm sure Orien will post a link the second it does though. He is always checking up on it like a beast.
