Purchase the ability from a vendor, and go to the loading area.

While in the loading area, you want to drag the ability over all the way to the right. It's possible to drag some abilities to the ability hiearchy, but apparently it doesn't always work. If you can't drag an ability to the right, hover your mouse above the ability and check for Prerequisites.
