DT 26515: Miasma 1.0 can not be blocked

The Miasma ability can not be deflected. This is an area effect
debuff in the pathogenist sub-tree and with a viral transmission of
325, I can not be deflected by people with a viral deflection of 400.
Area Disruption, the ability pre-requisite for Miasma 1.0 is
deflected everytime using this same set-up. (400VD vs. 325VT)

This is severely exploitable. It reduces all enemy Combat Tactics
within the area of effect by 5 points. It forces everyone in the area
of effect into a combat stance, thereby dropping their health and IS
regen rates and not allowing them to perform emotes (important in
events like the "Shaper" event where a handshake emote was required
to progress.)

A CCR zip is included where I was using Miasma 1.0 against Doan (400
Viral Deflection) for over ten minutes with him never being able to
deflect it. Miasma has become part of the "PvP Template" because of
the fact that it can not be beaten, so it should be addressed in as
timely a manner as possible.

Don't use Miasma, it's an exploit. Do /ccr this so it gets bumped up in priority.

Hi Garth. Thank you for taking the time to create this petition. The Miasma ability is a passive ability available in the Hacker tree. Providing that you have the prerequisites, this ability can be loaded and allows the user to passively reduce their opponents CT by 5 points. If you have any further questions regarding this ability, please refer to the thread concerning abilities.

We take player exploits very serious. All violations will be investigated and handled accordingly. Heh, sorry, couldn't resist. But seriously, this is a problem that does need fixing. I think the whole hacker tree needs fixing (yeah yeah, boy who cried nerf). Seriously, a lvl 47 hacker shouldn't be able to take out a lvl 50 soldier without being touched. If they are gonna buff the hacker up so much, at least allow viral deflection to work properly. Submit this now!!!

I thought all area debuffs were non-deflectable (sp?). It's obviously a bug, but a bigger bug than just Miasma 1.0.
