Survival Guide:

Researchers at John Holland University's Zeno Labs have determined that life expectancy for new arrivals to San Paro is approximately double the time they've been living in the city. This means if you’ve been in the city ten minutes, you have a good chance of being killed in the next ten minutes.

To help you beat these odds, researchers have partnered with the San Paro Police Department to give a few recommendations to increase your life expectancy.

Safety Tips for Surviving in San Paro:
Be vigilant
The Enforcers are hard at work protecting you, but your vigilance is still the main contributing factor to your safety. While past confrontation has been limited to Enforcers and Criminals, innocent by-standers are mown down by vehicles every day. Beware of on-coming traffic at all times. And remember, there's no real difference between a launch ramp and a parking ramp in San Paro.
Equipment and Supplies
All new residents to San Paro receive a welcome pack from City Hall. This includes basic fire power and a vehicle. You can acquire better weapons and vehicles at your own expense.
Get a job
Numerous organizations in this city offer employment opportunities. Organizations also provide back-up when you need it. Please do not rely on the SPPD to respond to back up requests from non-SPPD agents.

This year, give yourself what you've always wanted: perfection. Just drop into our Social District branch by pressing F9. We offer a complete range of cosmetic services including tattoo application and removal. To view the options, simply select a customization category and choose which detail of your appearance you want to change.

Wardrobe — by Effigy


Once you have the perfect physique, show it to advantage with a custom wardrobe!  Press F10 from the Social district and you can find the perfect wardrobe to complement your new look. If you want to blend in, simply select items from our Off-the-Shelf collection. For a unique look, select items from the Create Your Own collection after clicking on Add New Item.

To customize an item in your wardrobe, select it from the list and click on the Customize button. You can then change the color of the item’s components independently. You can also add decals and symbols as desired.

Vehicles
San Paro City Hall urges all new San Paroans to acquire a vehicle.

Enforcers are authorized to commandeer vehicles whenever necessary. To commandeer a vehicle, approach it and press F. This will show the driver your badge and you can then help them out of the vehicle so that you can take their place. If you have a deployed vehicle, you can use the San Paro Valet Service to have it delivered to any vehicle drop off area (situated near organization contacts). Simply enter the parking area and press T to request delivery of your vehicle. To drive, use W (forward), S (reverse), D (right turn), and A (left turn). Use the spacebar as a hand-brake.

You can purchase new vehicles from the Garage (press F11 from the Social District). Once you have purchased a vehicle, you can apply a new paint job, decals, or license plate by selecting it from your garage inventory and clicking the Edit button.



Weapons
Your Welcome to San Paro Kit should have included a basic primary and secondary weapon. You can purchase new weapons and ammunition from the Armory (F6). Each weapon is assigned a grade and can only be used by those with that level of expertise. Collectors may purchase weapons even if they are above their skills but they cannot use them.

To use a weapon you have purchased, you must deploy it. Press I to open the deployment window. Select the category of weapon you'd like to deploy by double-clicking on the bar at the top of the panel. (This is blank if you have no weapon currently deployed or contains the name of the weapon that is deployed.) The double-click will open your inventory so you can select which item you wish to deploy. Remember to load ammunition (by pressing T or the Reload All button) before closing the window.



Organizations
New arrivals to San Paro are encouraged to make contact with one of the Enforcer groups. Representatives from the Praetorians and Prentiss Tigers are available in the field as part of the new outreach program.

City Hall has recently been advised that Criminal organizations including the Blood Roses and G-Kings are using identical recruitment methods.



New recruits will only be able to pledge to an organization through a junior contact. Senior contacts will work with experienced Enforcers who have demonstrated loyalty to the organization and Enforcement objectives.

Once you have pledged to a contact, they will offer you missions that are appropriate to your level. For every mission you successfully undertake, you can expect revenue and prestige. Those who engage in criminal missions will gain notoriety, which should make them easier to identify committing criminal actions.



Mail Service
San Paro Postal Service has suspended all deliveries until Enforcers can ensure the safety of their staff and vehicles on the streets.

As an interim measure, all mail will be delivered to San Paroans through a network of special mail-access stations. For security reasons, these have been situated near officially-mandated organization contacts. To retrieve your mail, simply log in by pressing F.

City History


My fellow San Paroans,

I share your anger. This is not the city of our fore-fathers. When San Paro was established, it was an Earthly paradise. Now it's a city at war. We are under siege from evil and corrupt Criminal forces that want to steal our city. I say it's time we showed them they aren't getting it!

Many of you will remember my father, Mayor John Derren. He was a great and honorable man. You elected him, on a Social Progressive ticket, to fix our city’s problems.

We all share the memory of that terrible day when Luke Waskawi gunned my father down in cold blood on the steps of City Hall.

We all know that Luke did not serve his full sentence. He never fully atoned for the terrible crime he committed. Sadly, he chose to devote his life to crime and injustice rather than using his extraordinary intelligence and talents to help this city. He robbed us all of the clean up this city hoped for. My office even now has intelligence that suggests he continues to rob us of a bright future by luring young people into a life of crime.

What he cannot steal from us is my father's vision. I have his papers: all of his collected knowledge about this city, its people, and how to clean it up is written in those pages. We can stop the Criminals, San Paro! We can take back our city and make it once more a legendary place that draws tourists from all over the world.

You deserve someone who will lead you towards a brighter, safer future. I am mayor because you chose me. The Derren name means something in San Paro, and I mean to live up to that.

I've already started making necessary changes, like replacing SPPD Commissioner Thirly with Commissioner Carter. I'm asking you to show him the same trust and support you've so generously shown me.

But the problems we face are too big for me to fix alone. I can appoint the best, brightest, and most dedicated people to key positions but we still need your help.

The City Security Act allows organizations of enthusiastic and well-intentioned San Paroans to join in the effort to reclaim the city. Working with the San Paro Police Department they help us ensure adequate coverage of specific areas with no cost to the tax-payer.  The Praetorians and Prentiss Tigers are already making a difference on the incidence of crime in their areas.

It's time, San Paro! Let's take our city back!
