I'm not sure if I asked this already or not.  A searched revealed nothing.  

Is there a detailed description that describes what abilities and attributes that each negative combat state effects?  The description in the MxO manual is pretty lame.

The one in the manual is kinda pants isn't it.  Only the basics.  I'm sure we'll get around to doing another one though.  If it hasn't changed muched you could still use eroz and liths

I do not know the exact numbers off the top of my head, but I remember when you could hover over the states in combat they were:

staggered: lowers toughness
dazed: lowers damage resistance
off-balance: lowers IS regen

I think at most each of these were decreased by 10pts or 10%, could be a little higher or a little lower, like I said it's been a while since I've seen the actual numbers.

I think things like off-balance will also affect speed and lower your rolls in balance-related skills.
I think you get different animations as well, ie you might backflip whilst in interlock, but you need to steady yourself on landing, instead of being confident and shooting.

another one is Disrupt Connection.

I asked around in game, and random people said it lowers MCT ....in other words, they have no clue as well.

This is by no means definitive, but I think most of this is correct.  Testing is in order, however.

Post from MxO forums:

Blind = -Combat Tactics
Root = Stuck in place (has no effect if in Interlock).
Pacify = Can't attack.
Disrupt Connection = -Combat Tactics/Viral Transmission
Stun = Can't do anything.
Powerless = Can't use abilities.
Disarm = Can't use weapons.
Enrage = Can't escape Interlock.

Excellent. I have quite a few abilities that cause powerless.  This should probably be my opening attack on a hacker if I get the drop on him.

I don't believe kungfu has any stun tactics.

the trick against hackers is to get them enraged first, then powerless, and then stack the enraged before it wears off

I'm not sure I have any abilities as a kungfu MA that causes engraged. If so, I don't think it happens at a high enough percentage to count on in a battle.  I'll look over my abilities again.

Well if you can just hit them with overhand smash, that causes enraged and a lowering of CT. I'm not sure on the timer so just time your attacks/abilities to work around it.

I've heard enraged is bugged on PvP, does not keep the others interlock... anyone tested this?

Overhand smash, unfortunately only has a 10% chance of causing enraged.   Not enough to count on, IMO.  Now if they were to even the playing field, they'd raise this percentage to equal the percentage that a hacker's stun or root hits and sticks. And we'd have a fighting chance.
