I'm really surprised they let him say that, actually. Not only does it not make sense (this burger is so epic, we're going to give it to you one piece at a time and save the meat for last), but it's obvious PR spin to say that the content is not finished.
Other than that, UI customization and scaling is fucking sweet.

I just took it as "there's so much to the story that it's going to be rolled out in chunks over time". But I tend to lack skepticism in things like this.
I could care less personally, there's more content than I'll be able to consume in 6 months so the slower they roll it out the better, for me that is.
Overall I'm more than pleased with the game and content.

The new video for Star Wars: The Old Republic shows off a bunch of upcoming additions to the game, but, at first, it looked light on actual new information. We knew there were going to be new Warzones, and they had already said that Guild Banks were coming. After watching through the video a few times, however, we discovered something that's actually a pretty big deal for fans of the game.
It shows up during the "Legacy" system section, which actually didn't include any new information per se, but it did include what looked to us like a Miraluka (the blind, Republic-only race) Sith Warrior (a class that only the Sith Empire can play). Sure, it could, technically, have been a Jedi using a red lightsaber and wearing dark armor, but we didn't think BioWare would throw something like that in the video to confuse people.
Turns out we were right. After checking with BioWare's Daniel Erickson, we received confirmation that the guy in question was "definitely a Miraluka Sith." While that's not confirmation that it's tied into the Legacy system (and Erickson wasn't able to go into additional details), the fact that it showed up during that section of the video essentially confirms it anyway.
This is huge news for the game, and the first solid, non-cosmetic information we've gotten on the Legacy system. Being able to unlock different faction's races to play on either side was rumored in the past, but this is the first we've actually seen it in action. The ability to play as a Miraluka Sith, a Chiss Smuggler, or a Mirialan Bounty Hunter definitely adds some fun replayability to the game, and we're really excited to find out more.

In other MMOs I'd have fallen into the marking spin discussion on why they'd roll it out in two portions, and technically the idea is probably true.
However, I feel like it's similar to asking why Blizzard didn't roll out Burning Crusade and Wrath of the Lich King at the same time, or BC right after vanilla WoW was released.
Not that they're really giving us THAT much content up front, to be clear. I'm just getting at the fact that they have voice-overs, a new planet, and a ton of new features they're releasing here. That's basically an expansion in any other MMO... not just a content "patch."
So, I really have no issues with it being released in portions. It's more solid, polished (to be determined, i guess) content than any other MMO has released this soon in the life-span of the game as far as I'm aware.
Then again, maybe I'm giving them too much credit. I know how much time it has to have taken them to produce all this. I think they even said they've actually been in the works on this patch for a year now. Meaning they've been working on this content pre-release. So, it could be that this amount of content is less than overwhelming for the time spent on it... or it could mean we're about to get exactly what they've said. An epic amount of content that they've spent some time on. I'm hoping it really is just that epic.

I believe James Ohlen has been reported as saying they can play content they have planned for release in 2013. However, it is missing things like voiceovers and other "polish".
