There's a major bug with the luggables that I've since reported.  Suffice to say, this information stays on these forums.

When you drop a luggable, the graphical effect remains as well as the buffs.  You can verify this by hitting the 'P' key and checking your various defense/damage/resistance bonuses.  Pick up the "Bomb Pet" luggable in International and drop it.  The graphical effect remains.  Check your viral bonuses and you'll see that the bonuses from the luggable are still running, even though you are no longer carrying it.  Hardline over to Downtown and find the Bomb Pet luggable in that area.  Pick it up, drop it, and check your viral bonuses.  You'll have extra bonuses from the luggable, on top of the bonus you got from the International luggable.  Hardline to Richland/Westview and locate the Bomb Pet luggable in that area.  Pick it up, drop it, and check your viral bonuses.  You will have three seperate viral bonuses from each of the luggables.

See where this is going?  It's possible to pick up every luggable in each district and get triple the bonuses, heavily imbalancing PvP.  I'm assuming if you can drop the luggable and keep the luggable buffs, it's probably possible to die and still have the buffs, but I haven't tested it.

Like I said, I've reported the bug and I hope that it gets fixed very soon.

According to Rarebit, this is how the luggables are supposed to work.  The effects/buffs only go away when someone else picks up a luggable you have dropped.  Here's a recent PM exchange I had with him:

Rare,

In this thread (http://forums.station.sony.com/mxo/posts/list.m?topic_id=36300013468) you said that the way the luggable buffs work right now is by design.

Is it by design that the buffs from each luggable should stack as a player moves from district to district?

For example:  If I pick up an LED Black Box in Downtown and drop it, then hardline to International and find the LED Black Box and pick it up and drop it, then hardline to Richland/Westview and find the LED Black Box and pick it up and drop it, does that mean that I should have triple the LED Black Box buffs?

Because that's how it's working right now.  Conceivably, one person could hunt down each luggable in each district, pick them all up and drop them, and get nine sets of buffs (one set of buffs per three luggables, per three districts).

I think everyone assumed that once you drop a luggable you lose everything that the luggable grants, whether it be a special effect or a set of buffs.

And his reply...

As far as I know, yes.

The buff staying after you drop the luggable (until someone else picks it up) seems unintuitive to me, too, but apparently that's always been the design behind them, and Dracomet is pretty firm in not wanting to change it, for some reason. I think he likes the gameplay of stowing luggables away, for one thing.

So there you have it.  It's not a bug, and it's not an exploit.  Go nuts with the luggable buff stacking.

Although I can see the downside of the stacking buffs I kinda side with Dracomet on this one, if anything it will make the hunt for these luggables more exciting.

Yeah, once I saw that the buffs go away when someone else picks up the luggable, my primary concern was put to bed.  I thought the buffs remained no matter what.

And the fact that the luggables are so easy to hunt down softens the issue as well.  If someone does stack all the luggable buffs, it won't be difficult to track the luggables and take those buffs away.

And the same goes for the animation? I've killed someone multiple times who had the animations of all three of the buffs running and they didn't drop any luggable. On top of that, when I tried to track the nearest luggable, it led me straight to this player. Aren't luggables supposed to drop when you die? Are you now tracking luggable buffs as well as luggables?

It works like this:

When you pick up a luggable, you get a particular set of buffs in addition to one of three special effects on your RSI.  When you drop a luggable, the buffs and special effect of that luggable remains on your RSI until someone else picks up the luggable you just dropped.

So if someone has a luggable effect on their RSI, it does not necessarily mean that they are carrying that luggable.  The only way to check is activate the Data Node Locator Handheld.  If the handheld adds a waypoint to another player, that means that the player is carrying a luggable.  (However, there is a bug where activating a handheld will add a waypoint to a player who is not carrying a luggable.  It's happened to me about four times.)  Now, that's assuming that the player remains standing at that particular spot.  The Data Node Locator Handheld only adds a waypoint to the position where the nearest luggable was at the time that you activated your handheld.  If the luggable is picked up and moved to a different location by the time you reach the end of the waypoint, you need to activate the handheld again to refresh the waypoint and get the new location.
