I took a SS of a weird message from Mrakque. Look at the the highlighted chat message. I got it at Mara Central Hardline.

Chased him to hardline and he got away again. He was hurt, which was odd. He kept running tests in Mara - adjusting power levels and what not. He was in sneak so he was extremely difficult to find. He still shows up on the /who right now, but I've given up looking for him for the time being.
